Property INSPECTORS and filling out of Insurance FORMS with a Different Practical Perspective from a licensed Local Plumber. HWT in particular.
When Buyers Inspectors work with the latest Codes -but what about if older buildings simply were not built to comply to the New Codes? I am sure we all want NEW buildings BUT are OLD buildings ok.
Here is a Prime example on St Pete Beach, Florida
Regency West condominiums, Sylvette condominiums, and Starlight Towers. They were built in the late '60s and early 70's when St Pete Beach was developed.
Here is the email response from one of my favorite local Plumber said below:

drain termination.
The pan drain shall extend full size and terminate over a
suitably located indirect waste receptor or floor drain or extend to the
exterior of the building and terminate not less than 6 inches (152 mm) and not
more than 24 inches (610 mm) above the adjacent ground surface. Where a pan
drain was not previously installed, a pan drain shall not be required for a
replacement water heater installation.
